The 2024 Law on Road Traffic Order and Safety, passed by the 15th National Assembly at its 7th session, will take effect on January 1, 2025, except the provisions of Article 88.2, which will come into force on January 1, 2026.
With 89 articles arranged in nine chapters, the new Law has several noteworthy provisions.
Firstly, as stated in Article 58, there will be 12 points per a driver’s license. These points would be deducted for each violation of the license holder, depending on the nature and severity of the violation.
Secondly, school buses must be installed with devices to record images of children and pupils on board the bus. It is also required to fit devices with the alarm function to prevent children from being left on the bus.
Thirdly, Article 50 says that tolls will be collected for users of expressways owned by the entire people and managed by the State, including also expressways invested by the State and expressways already transferred to the State for management.
Fourthly, under the new Law, it is permitted to auction motorcycle license plates with the reserve price of each license plate not lower than VND 5 million. Bidders must make a deposit that must not be smaller than the reserve price of the motorcycle license plate they wish to acquire.
Lastly, it is stipulated in Article 4 that the State may allocate an appropriate amount from the fines from administrative sanctions for violations of the regulations on road traffic order and safety and the proceeds from auction of vehicle license plates, which are left after being paid into the state budget, to modernize infrastructure and equipment for ensuring road traffic order and safety.- (VLLF)
